as shown in the help files

 SYNTAX  PlotText( ''text'', x, y, color, bkcolor =  colorDefault )
 RETURNS NOTHING
 FUNCTION  This function writes text in specified co-ordinates.

where:
x - is x-coordinate in bars (like in LineArray)
y - is y-coordinate in dollars
color is text color
bkcolor is background color

therefor
PlotText("RSI", 50, 50, colorBlack);
is at the value of 50 on the Y axis and at the Barindex()==50 per the bar nunber

also assuming your background colour is not black you will see the
text at this location
