Hi Don,

It is just for speed. Some data providers like QP have a well-written API 
which allows for fast communication when the plugin is retreiving data. 
Others like TC2K are slower. For the slower ones, it is recommended to 
enable the local DB - that speeds things up because once data is retreived 
by the plugin, it is stored locally and access is very fast after that. TJ 
felt that QP was fast enough that it was not necessary to store their data 
locally, and so recommended disabling it, but it doesn't hurt to have it 
enabled except that local storage will take up some space on your drive and 
it may take a couple extra seconds to write new data to the local DB. OTOH, 
you should probably see faster performance when retreiving data.
