Thank you very much, I think that solved it.  Here's what I have now:

NH=Foreign("!NY-NH","C"); // initialize NH

NL=Foreign("!NY-NL","C"); // initialize NL

NHPct = ( NH * 100 ) / ( NH + NL );
Plot( NHPct, "NH/Total", colorBlue );
Plot( 20, "", colorGreen );
Plot( 80, "", colorRed );

Does this look correct?  Thank you very much for your help.
