I don't know the answer to your second question, but the answer to
your first question is no.  I wanted the same thing, but what I found
works for me is assigning hotkeys to different time frames, which is
actually even faster than switching tabs.  You can assign those by
selecting tools, customize, keyboard.  HTH.
