I took a look at CSI pricing sheet. Wow, the price has really gone up
for inactive stocks. When I started with CSI in 2004, inactives were a
free option. In 2005, CSI decided to charge an extra $25/month for
inactives (discounted to $225 if paid a year in advance). Now I see
that $225 has increased to $999. That's a big jump from free in 2004
to $1k in 3 years. 

Obviously CSI has figured out that it is one of the few sources for
retail traders to get inactive data.
