    Something like this:

    start = <start bar index>
    end = <end bar index>
    val = <horizontal line value>

    bix = Cum(1) - 1;
    hline = IIf(bix >= start AND bix <= end, val, Null);

    For the bar index, you could also use:

    bix = BarIndex();
    bix = bix - bix[0];
