I would think that is a function of what one uses optimization for . An
exhaustive search mechanism is at its best able to solve rather mundane
problems i.e. find the optimum values for a couple or three parameters for
some system.

 

Intelligent optimizers are able to tackle whole new classes of problems,
assuming one can write the generic AFL for them such as . 

 

-          Generic Pattern Recognition or 

-          Rule, creation, selection and combination 

 

As such intelligent optimizers facilitate bringing artificial intelligence
not just to determining appropriate values for more than a few variables but
to the development and implementation of entire systems i.e. potentially
generating their own .
