Yes I noticed that IB backfills are faster before market open and after market 
close.
I think that they prioritize traffic so order flow and streaming updates take 
precedence, which is actually good thing.

  I updated today, but these problems have been occuring for over a week. I 
think IB is doing something to slow the data down because they are afraid their 
system may get overloaded by volume, but this is just speculation on my part. I 
say this because the backfill seems to operate much better after the market 
closes.
