Here is a company that you can buy cheapest premium voices from: http://www.nextup.com/ (prices are in the range of $40). Note however that these are for PERSONAL use without any distribution rights. The licenses that allow distribution must be directly from voice vendors and start from $199 (Cepstral), $1500 (NeoSpeech) and $4000 (AT&T). It is enough to buy a *voice only*, as it works with Say() command and it will work with any TextToSpeech program even free ones like Balabolka http://www.cross-plus-a.com/balabolka.htm There are some free voices listed on the above site as well.
