Regarding a complex setup such as scaling-out in AB, I wonder what
would be the necessary set of file transfers that would communicate a
working setup 100% reliably from one user's computer to another?

Would the .chart format be the best candidate for this? Or would even
that be insufficient on account of the potential for differing AB
configurations (setups).

Would a .chart file along with a .abs file do it?

Even if so, the receiver's default configuration would be overwritten
by that - so the need to preserve and later restoring same must be
attended to (or else!).

It seems to me that some sort of "includes everything" workspace file
format would be most desirable to have, both for personal archiving,
and inter-personal communication.

Going one step further, being able to open more than one of these
workspaces at once would be a huge operational and organizational gain
for the AB platform.
