All IRC servers have `I` lines or Access lines that determines who can connect to that server. Many servers on larger networks only allow clients from a specific ISP or country to log on. Fex the efnet server irc.homelien.no will mostly only accept connections from users with *.no UserID should not have anything to do with this problem either. Try to use a different server on the network you are trying to connect to or email the admin of the server to ask if they have any configuration lines that would deny you access to the server.
