The DCC deny system is something that was incorporated in Bahamut1.4.1 which
only was released a few days ago. I will imagine that not all of DALnet's
who knows how many servers have been upgraded yet.

If DALnet blocks ALL files with certain extentions i can understand it, and
i personally think its a great feature. However i belive more in a system
where you block out files known to have caused problems in the past.. yet
this can be a big task especially on a network like DALnet..

I'll stop rambling now.
