I just tested that out, and it appears you are correct.
I set a ban, then opened the banlist window and it did exactly what you said.
I then set another ban, and opened the banlist window, and it showed only
the second ban that I set.
I did /mode #channel +b
�Ban List� Ban for channel #Main: +!*@* (set by WarNPeace on 10:37:19 19-03-2001)
�Ban List� Ban for channel #Main: testingbanlist!*@* (set by WarNPeace on 10:36:49
19-03-2001)
�Ban List� End of Channel Ban List
Then I opened the banlist window again, and both my bans are there.
