It means that you lost connection to IRC for any reason - network congestion, true loss of connection, etc... (And this congestion doesn't need to be even in your physical connection to the net - it could be anywhere along the net line between you and the IRC server - or even the IRC server itself having a hiccough) In short, you can't stop it really... We usually curse and kill Peer whenever he disconnects one of us in channel. But, it doesn't help any.
