Technically speaking, because that station (allegedly) has an amateur
license, it is legal. "10M linears" are legal in Canada, and unless an
expresed intention to transmilt on the frequency shown can be demonstrated,
that whole installation is "legal".

In any case, Our "industry canada" cares even less than the FCC does about
these things.  If the Canadian government (pttooooie!) could care less about
terrorists here,  you can imagine where illegal CB'ers rank.
