Mark, 2 mA isn't bad for 40-year-old electrolytics, but consider that 2 mA @ 450V = 180 mW of heat being dissipated in each of those capacitors. They may be OK for awhile, but they're on borrowed time, IMHO.
New Sprague Atoms will have leakage currents at these voltages measurable in microamps. Replace those electrolytics, please.
