I think the substance used was cellulose acetate.  It looks like it was 
somehow moulded with the wire sandwiched between two layers.  In any case,  
the stuff self destructs with age.  YOu rarely find a good one these days 
with the plastic supports intact.  I recall an article in QST some time ago 
where the guy constructed similar coils using epoxy and some kind of system 
to mould the liquid epoxy around the wire in the coil.  Crystal clear epoxy 
is a very good rf dielectric, so that would be a good replacement for the 
original stuff.
