Peter Dahl used to sell some oil filled caps.
You may find some on ebay.
Ebay also has a commercial electronics parts section,
you can find many more parts there than in the ham radio section.

I have a lot of oil filled caps, but have no idea if they have
pcb's or not.

I doubt you would have a problem unless they leak or explode,
and I never had one blow up, but don't run any cap close to its voltage
rating.

I don't have any that are leaking, not that I know of anyway.

I don't doubt pcb's are very bad for you, but don't loose sleep
at night about sealed capacitors.
You don't want to eat after handling caps, and wash your hands
after handling many electronic components, pcb's, lead, mercury,
all bad news, but only if you eat it.
I had myself tested for lead poisoning, since I do a lot of soldering.
My lead levels were very low, as I said, you have to eat the stuff somehow.

Get rid of any leaking oil filled caps, clean the area, throw out the
clean up stuff, and wash your hands.
Mercury vapor tubes are real nasty, you cant throw them out in the trash,
(at least you should not), a real toxic waste problem, go to the gas
rectifiers. In the landfill, mercury gets into the water table, maybe
poisoning your children, and their kids.

Just because it does not kill YOU instantly does not mean its safe,
people have very different levels of tolerance, some don't react
to high levels of some things, others react to low levels, long term
low level exposure can cause problems.
