Tony, There was a guy at Belton that had attenuators for sale ($1.50 ea), and they were for what you are seeking. These were 3DB attenuators with an RCA input connector, and BNC output. It looked like it was capable of dumping 20-30 watts. I have one but mine is a keeper, sorry..You probablly need a 6 db pad for the T-Bolt. I just looked into Digikey, and there is a nice option there. Ohmite makes power non-inductive resistors in a insulated TO-220 package. These need to be bolted to the inside of a aluminum box, or heatsink. They have a 25 watt version for about $5.23 each (Digikey catalog). Now consider that your list is for several 2 watt resistors stacked together to make more powerful resistors. With the Ohmite approach you only need three resistors (pi or T attenuator), for about 15 bucks total , and a aluminum box.
