Argh!!  Pete,  those are old rules!!  I need to have Ray update the site!!!

Initially, the date was 1/1/2001.  However, Ray and I found out that ER had
previously offered a WAS AM award, and it started 1/1/1995.

Since there were people already working on the WAS award, and since our
"new" award was really a rebirth of the initial award, we decided to have
the starting date be the same, 1/1/1995.

I issued ER WAS #2 last June,  and a lot of the contacts were prior to
1/1/2001.

I'll email Ray ASAP and have him correct his web page.
