Thats a good suggestion. It could be taken a step further and put them 
in the UHF, use it or loose it zone.
With the commercial price of spectrum in the billions, wouldn't it be 
sweet if we could all slide a quasi-commercial venture into the Amateur 
Radio spectrum? As this message shows, the Internet is already doing 
what they claim to need the band space  to accomplish.
