Jack the ONLY thing from a Ranger power transformer that should go to the function switch, is the PRIMARY wiring, which should be BLACK wires. Red is for the high voltage secondary. It very much sounds like someone has mis-wired this transmitter. The BLUE wires are for the low voltage secondary. See pages 6, 7, 20, 21 and 22 in the manual for all the advice you nbeed for troubleshooting, and use the schematic to help you rewire the thing according to the proper connections. PLEASE be careful around that high voltage, OM! Do you have a schematic? Here it is if you need it for a free download. You should have two red wires going to V11 pins 4 and 6, which are the plates of the 5R4GY. The center tap which is red and yellow striped is supposed to go to ground. If those red wires are connected to the function switch that is a SERIOUS error. DO not turn it on like that!
