Here is what you need from Ohmite:

Mouser carries the line, but they are not stocked at 40K 175W, and minimum
order is 5 at $25.48 each. Ouch!! maybe contact Ohmite for a list of
distributors. Never hurts to ask for a sample.

The following link gets you pretty close if you can accept fixed resistors
to achieve a fixed value power voltage divider. This is the lowest $$
solution if the divider ratio is fixed.

 Power rheostats from ohmmite only go up to 50 watts at 40K. Can you use a
lower value variable resistor and fixed power resistors on each end?
