The ARRL has rescinded its petition for rule making to the FCC requesting regulation by bandwidth rather than mode: http://www.arrl.org/news/stories/2007/04/27/101/?nc=1 > The subject will be reconsidered in the July 2007 ARRL BOD meeting, so now is a good time to begin formulating your thoughts on the subject and sending a letter expressing your views to your ARRL Director and Vice Directors. The ARRL cited "widepsread misconceptions" about the petition.
