Yes, I worked Bill briefly about a half hour after I sent the question about who was on 7290.
The station I couldn't dig out was not him. He came on a little later, and called several cq's with a pretty decent signal despite my local noise. He was able to pull out most of my 25 watt rice box mumblings!
