Thomas, there's a clutch on the kilocycle tuning knob
that may have become partially tightened. Check the
little knob at about the 5 o'clock position below the
kilocycle tuning knob. It should be loose, clockwise
to loosen, CCW to tighten. (it's to prevent accidental
bumping of the tuning)

If not that, then there's probably something binding
up among the PTO, its linkage, and maybe the
Veeder-Root mechanical frequency counter.  Gently move
the tuning around while looking at the coupler between
the panel knob and the shaft of the PTO. You may see
if anything is bent or there's an unseemly amount of
dirt/dried up grease visible.

There are several R390A groups and email reflectors
kicking around that you may want to subscribe to for
expert and detailed advice as you move ahead.
