JB Weld does not contain any form of metal. It works well as an adhesive.

I'm not sure I'd use JB weld - I've heard (but not verified) that powdered steel is used in it for filler. That would explain it's color, if true. Depending on how it's applied, it may compromise the voltage rating of the
insulator. I think you'd be best off using silicone.
