The reason that the limits for RF exposure are less stringent for the LF and MF bands is that the wavelength is so long compared to the size of the human body that the body does not pick up as much energy. In other words, the body is not as good an antenna for those lower frequencies.
If you are climbing directly on the antenna you pick up more than if you are just nearby, but it is still a manageable situation.
