i am not sure, you should be able to do good with your elevation there,
if you are putting any power out a all, 1 watt plus you should be doing good,
i have worked it with my FT-50 and the ducky, is your transmit power ok,
or do you have some local qrm from the AF base??
try to program in terry peak repeater 147.030 + 146.2pl
and if you can hit that from your location
you should able to do all the FM sats, if that helps,
at least see if your TX is ok,
