We are shooting ourselves right in the derrière with ITAR.  I am also 
certain White House is much too preoccupied with other things to deal 
with it.

As proof that ITAR has completely outlived its usefulness,  I give this

India, denied access to nearly all of our space technology here in the 
US and even put on denied access lists, simply goes around us and helps 
other nations build technical capabilities and then orbits the moon with 
a probe.  Our involvement? Continued shooting our industries and 
technical status in the derrière.
