Drew, You might check with the SEDS team at the University of Arizona.
It has been a few years since I collected any data from the satellite. At that time the batteries were not healthily. Thus, the transmitter was not active all the time. It could go days/weeks before you heard it. I would have to check my logs, but I am guessing it was the 2003-2004 time frame when I last actively collected data from it.
