Space-Track now requires secure HTTP (SSL) connections to download TLEs. You'll notice that when you visit Space-Track, it now uses "https". They have been advertising this change for several weeks and have finally switched over. My install of NLSA Nova (version 2.2.0.48) can no longer download from Space-Track.
