This had happened to me in the past and once I had to rebuild the rotor, replacing the pot and bearings. The other time it was a simple problem at the rotor- a wire had broken away from it's connection. Check that first before going to lots of trouble tearing the rotor down. Good luck! Rick W2jaz.
