For those of you who, like me, have been copying and submitting
telemetry data for the Explorer 1 Prime MSU project and may have found
you are unable to submit data, I have received a response to my inquiry
regarding that problem dated 12/15/2011:

We are in the midst of a server upgrade and are doing a migration of the
data submission services. They will be offline for a couple of days and
then should be ready to go after that. Sorry for the inconvenience.
We do still request telemetry submission and thank you for you patience.
