There are several CubeSats being developed that will carry thrusters, for 
example Delfi-n3Xt

The safety concerns you mention relate to satellites fitted with conventional 
rocket fuel motors. 

The Delfi-n3Xt approach uses nitrogen as the propellant and there are other 
approaches that would also be safe to fly.
