There are several CubeSats being developed that will carry thrusters, for example Delfi-n3Xt http://delfispace.nl/index.php?option=com_content&view=category&layout=blog&id=14&Itemid=18 The safety concerns you mention relate to satellites fitted with conventional rocket fuel motors.
