RAFT cubesat (5" cube) was released with a spin rate of 80 RPM due to a separation failure between the two cubesats (one antenna stuck to the other). See http://www.usna.edu/Users/aero/bruninga/ande-raft-ops.html But 3 months later, the spin was down to essentially zero.
