ARRL have produced a draft bandplan for the 3400 MHz band

They've got weak signal terrestrial in the lower 300 kHz of 3400 which looks 
good since it's to our benefit to have the terrestrial weak signal working 
segment within the satellite allocation.

Regions 2 & 3 are fortunate in having a Amateur Satellite allocation at 
3400-3410 MHz, I think only Denmark and Norway have that in Region 1. Hopefully 
IARU/ARRL will be able to acheive a global allocation at a future ITU WRC.
