The Echo 70 looks a lot like the Belcom Liner 430 but Google doesn't
show a manual for that...

There was a Belcom list (reflector) on Yahoo! Groups. Belcom made quite a few
monobad rigs for 20m, 15m, 10m, 6m, 2m, and 70cm, some of which were sold in
the U.S. and Canada under the Santec, KLM, and SBE names as well. Many of
their radios were QRP rigs.
Majority made in 1970s, early 1980s.

KLM Electronics
SBE wasn't interested in marketing a prototype transceiver they had developed,
KLM approached its maker, Belcom, and changed the name from Liner 2 to the ECHO
II.
This, and the ECHO 70, became KLM's entry point into the VHF/UHF transceiver
marketplace.
