I believe that the Biomass satellite, just approved by ESA and slated for a 
2020 launch, is a Synthetic Aperture Radar satellite that will operate 432-438 
MHz.

As I recall 432-438 MHz was allocated to these broadband radar satellites about 
a decade ago.
