Hi Greg, Please have a look at Footnote 1 at the bottom of the 2 metre bandplan:
"1 - Designers and operators of satellites using this section shall not transmit below 144,0025 MHz so that a necessary guard band is provided at the bottom band edge.” This shows that it has been thought about and probably means that it could be used for a nominally 20kHz bandwidth transponder – so long as it has decent filtering on board which is relatively easy to achieve these days!
