Space News has the false notion that ITU has regulatory authority.  It has 
none.  All authority remains with ITU Member states.  ITU functions entirely 
within the International Telecommunication Convention and annexed radio 
regulations.

Basic ITU documents are online for free download.  Radio Regulations are 
available here: http://www.itu.int/pub/R-REG-RR/en.  Suggest reading Articles 9 
and 11 on coordination and notification.  Also, read Resolution 757, which is 
an effort to simplify the administrative procedure for small, short life 
projects, and Resolution 646, which applies to some amateur-satellite service 
stations.
