I wrote (/rewrote/fixed up - can't remember which off hand) the script that
updates that file. I'm pretty sure I remember (and after a very quick glance
at the script think is correct) that the script reads all the old values
from 'langlist' and then updates them and recreates the file. So if the
language was never added to the langlist then the script will not update it.

So just add the file with the correct format in 'langlist' and then the
script will update it correctly in future.

Maybe this needs to be added to some instructions somewhere? That when
adding a new language also add it to the 'langlist' file.
