Whats wrong with putting a message after they click accept something along the lines of: "amsn doesn't support video conversation (voice and webcam) but does support just webcam, now sending a webcam invite (see FAQ for more info)"

I just added that B should accept first, because you complained about 'the other user' not having to accept.... So after all, I think there's only one possibility left: simply no VC support at all.
