One want more free software, the other is more influenced by the majors of the industry who menace it of economic sanctions ... I think they really want to limit the impact of the law to not penalize their "open choices" (Paris mairie, army administration, ...). The problem is they do not really realize how far the majors can go if the law is accepted ... just think to the recent SONY BMG rootkit !! However, a big advantage of France is that people are trained to complain to the government ... and to save their scores in the surveys they can "easily" change their opinion. In conclusion, spreading out the information is the best way to cancel this law !
