I was always liked the idea of keeping them in cvs, however there were good points made against it the last time we had the discussion and I was outvoted.
What I suggest is if we are going to keep it in cvs then the user has to use our plugins tracker page for any updates. They make any updates they want to the plugin and upload it there. When it is of a stable nature they can then put a request into devel to update the CVS however we do not guarantee on the time it will take to update. If we are taking too long they can put in another request...
