I think it would. Small explanation:
On MSNP13, the NS servers know nothing about your contacts, that is
where the new ContactServer comes in. You get your list of contacts from
the CS (SOAP). Then you let the NS server know what contacts you have (1
XML command). Then the NS server lets you know initial statuses (just
like now). I think because of the fewer commands involved (although they
are a lot bigger) we get less problems. Would it still be a problem we
can always choose to not let the NS know about all our contacts.. like
not the only in RL ones.
