We already have this in place for plugins and I think it is a perfect idea for skins also. With the languages I agree it is probably better to have the files uploaded to a tracker which then gets closed when the file is committed, the only thing is the language managers will need to check from time to time if there are new tracker items rather than just checking their email. Maybe we should therefore ask the translators to send an email to the lang list when they create a lang-tracker item, I suppose the exact process should be decided by the lang managers... :).
