Yeah, true, they use binary files for configuration, background images are in edje format (E17 file format, allows them to be animated, interactive (like the background changes depending on your mouse position), etc..) so you must configure them with some tools.. I think any configuration is also using those binary files.. but anyways, from what I saw : you don't need to play with these files, there are a lot of usefull tools to configure E17, no matter how the internal format is stored, as long as you can do all that by clicking on a checkbox or whatever, then you're ok! same goes for background images, you can transform an image into edje format easily I think and you probably can configure it (for animation/interactiveness) with some tool.. Anyways, if you want to try it out, and see how it works, try the elivecd first :

it's very well done, well configured, everything is set up for you, it uses the CVS version of E17 (E17 is very usable, I always use it, but it's not yet released, not alpha, not beta, still in development.. it took them I thin 5 years to build the EFL (Enlightenement foundation library.. a library for programming the core) and the window manager is being developped since a year I think, and it's growing FAST!) it also has some tools to easily set up your background and stuff, you can download backgrounds at www.get-e.org (animated or static) don't forget it's not even released, so if you don't like something, maybe it will be fixed after a few weeks in CVS! btw, in E17, you can change the resolution of your X server on the fly, start menu->configuration->resolution and you set it to whatever you want, it changes automatically.. I thought we can't do that, and we need to modify /etc/X11/XFree86Config and restart X before we can see the change... is it possible only since new versions of X, or is it E17 that implements it in some way, or are other WMs capable of doing this too ?

E17 is just awesome. But a bit hard to configure because of "binary
configuration files" that make it very fast.
The main issue is that their cvs (the SF one) is crappy, but their
switching to a faster server. (gentoo advert inside :) )
