you feel it's needed ? couldn't it be a plugin's developer decision to just add it as text in his description ?
I don't think it should be a core feat.

This message let me think that it may be relevant to specify in the
plugin.xml files (for plugins so) if the plugin can work in "offline" mode.

For example, a plugin that would display all the pictures in cache as a
library (with metadata let say), would be able to work offline, contrary
 to the plugin Nudge. This way the former would have the opportunity to
have an entry into offline menus, but not the latter.

I don't know if it was clear ... but yea ... just an idea which
popped-up into my mind ... so I share it :)
