However, we migrated one project to svn last year at Gna.org ... and it worked just well. We chose the common branches/tags/trunk layout and did a cvs2svn from our cvs to the new svn repository. It needs a couple of minutes ... let say one hour to have time to check, and then it is ready to go. For CIA, there are some scripts especially for subversion that work mostly like the ones for cvs : http://cia.navi.cx/doc/clients. This part of the job is done by the Gna Team ... I don't know about SourceForge.
